If you truly understand the nature of mean, median and mode and how they are related, then you can create data sets where the mean, median, and mode have given relationships. Remember that the mean is pulled toward high outliers or low outliers, so it is easy to shift. The mode can occur any number of times, so you can repeat the mode over and over to get a desired average.
