To find a percent change, whether it be increase or decrease, we do the difference between the old and new values divided by the old. Move the decimal place two spots to the right to turn the decimal into a percent. If this change is positive, then you have a percent increase, and if it is negative, then you have a percent decrease (although you can tell that from the beginning by looking at whether the values are going up or down.)
