An order for 2% NaCl in 600ml sterile water. You have NaCl in 20.3%/20ml vial and 600ml bags sterile water in stock. How many ml NaCl do you need to fill this order?

I know you multiply 600 ml by the .02 to get 12ml, which is 2% of 600ml. Then I think you would take the 12ml and divide it by 20.3%. What is the reason for this? Is this because of a formula that I'm forgetting? What is the relationship that makes this necessary? How if possible can this problem be written as a system of equations?
