They have an overall charge. It could be an anion(negative) or cation(positive). Cations have smaller radius than their neutral atom. Anions have larger radius than their neutral atom. Anions are usually on the right side of periodic table. Cations on the left. Noble gases do not form ions unless forced to, which would require a lot of energy.
