The teacher in this case used only the x-intercepts to find the factors of the polynomial without multiplicity. He then looked at the shape of the graph to determine multiplicity and solved for the stretch factor. He didn't need to use the y-intercept (which is as clear as the x intercept at (0,0)) to find the polynomial. Remember, the x-intercepts are where y is 0, which is what we need to know to determine a factor.
