Origin of barrel is (0,0). Goat is (before moving) (10,0). Since the goat stops at (?,?) on the barrel, there is 60 degrees left. He walks NE, so what are the coord of where the rope/goat ends?

Ok, so there are 60 degrees left counterclockwise. So the coordinates are (10*cos(300),10*sin(300)) which is (5,-8.66)

The last answer is not correct.  You also need to subtract the length of rope that wrapped around the barrel.  Use the formula for circumference and the fact that the goat walked 30/36 of the way around the barrel.Hope that helps
