No, they're not the same. I think you're confusing this with the property of an exponent; if a number is raised to a negative power, it means it's a fraction.For example, 3^-2 would be 1/9.

Yes they are the same because if you "subtract" thats like dividing when you are using logs. Like, if you had log(6)-log(8), that would be like Log(6/8) because you are subtracting which ends up being division.
