BECAUSE THATS WHAT THE NUMBER IS. IF THERE WASN'S A ZERO, THEN THE NUMBER WOULD BE 0.6 NOT 0.06. 0.06 IS 10 TIMES LESS THAN 0.6 AND IS A DIFFERENT NUMBER THAN 0.6

Because that 0 stands there in place of the tenth's place. And if you don't put the 0 there, the number would turn into 0.6 (which isn't good).

there is a difference between .6 and .06.  .6=60/100=3/5 but .06= 6/100=3/50 there is a major difference
