Promoter factors, more commonly called transcription factors, are chemicals that help attract (or block) RNA polymerase.  RNA polymerase is the actual enzyme that builds m-RNA transcripts from a gene.  It's the promoter factors that will bind to a particular gene's promoter and then attract the RNA polymerase to copy that particular gene (or it can be a repressor that reduces the chances that RNA Polymerase will be able to read the gene)
