how come histones are needed? are they just floating around and where are they floating around?

Histones are wrapping proteins used to fold DNA into really small spaces.  Your see DNA as a double spiral, but it is usually folded, refolded and folded again.  Histones are the beginning of this packaging process.  DNA that is not active is folded so it doesn't get in the way of genes that are being transcribed.
