The pattern to match is: y = mx + b.  Here there is no x term so m = 0.  When this equation is solved it says y = (2/3)-6 or y = (2/3)-(18/3) = -16/3 Since y is constant the slope m= 0.  This is a flat straight line that intersects the y axis at - 16/3.

It's a flat line at -16/3If you meant to put y + 6 = 2/3 x,then the slope would be 2/3 and a point would be(0, -6)
