Potential energy. That is, until the bag is resting upon the table.

To move the bag took energy.  Conservation of energy says that energy cannot be created nor destroyed, only transferred or changed in form.  Tom changed some of his stored chemical energy into the kinetic energy of the moving bag, lifting it against the force of gravity.  That energy was transferred to the bag, where it is now in the form of increased gravitational potential energy.
