I've heard skeptics say that the speed of light isn't always constant, do we know 100% for sure? Or is it a theory that can be proven incorrectly?

the speed of light isn't always constant but that is relative to time, which isn't constant, making nothing constant. However, the ratios between any moving projectile and the speed of light always remains the same.
