probably not in the way you are thinking.  if there was no friction then the wheels would not grip the road and thus the rotation of the wheels would not pull the car forward. however, if you pushed the car in a direction (and the world had no friction) then you would keep going in that direction until acted upon by another force (ie a person or another car. but hopefully, not the side of your house lol)
