In a very short race, say 200 feet, with both the train and the car starting from rest, the car would win every time.  The answer to your question depends on how heavy is the train, what is the car horsepower, how long is the race, can the train cut across open space that the car must go around, is the distance so long that the car is going to run out of fuel or the driver must sleep.  You see there are many things that can affect the result.  You have to know the whole set of rules for the race.  But, most cars would speed up and cover the 200 feet before a big train got going very fast so the cars would win for sure in that situation.

It depends. If both were stopped the car would definitely win. It takes a while for a train to actually pick up speed and start. If it wasn't from a standstill ad both vehicles were already moving regularly it depends on how heavy the train is and how many cars are on it and it also depends on how fast the car is and how much horseypower it has. It could go either way.
