Danny, the great thing about vectors expressed in this trigonometric form is that the magnitude and direction angle are given within the expression.  The direction angle is simply pi/3.  The magnitude is 8.  This is because (cos(pi/3)i + sin(pi/3)j) is a unit vector in the direction pi/3.  A unit vector has length 1, so multiplying this unit vector by 8 creates a vector which has a length 8 and points in the direction of pi/3.
