When you are multiplying expressions that have exponents, you can simplify the factors of the expression that have the same base.If two factors have the same base, the product also has the same base. You just add the exponents of the factors to get the exponent of the product.In your case, the expression says "multiply seven factors of 3 by negative nine factors of 3.
