I think this is debatable, but socialism and capitalism are types of economic models, not types of government. Economic models describe how money flows around. Governments describe how power is distributed. (The reason this is debatable, I think, is that in Socialism, the government is involved in the economy, so the role of government there is both both about the economy and power).
