you don't have to take the sat in your junior year. you can basically take it any year when you're ready, but it does count whenever you take it

Your highest score will be sent, no matter how many times you take it. The time doesn't matter as well.

Yes, as long as it is the actual SAT and not a PSAT, then you can submit it. It doesn't matter what grade you're in but maybe you should wait a little longer so that you can take another test. You never know, you're second score might be higher than you're first.
