He did skip a couple steps in the beginning. Multiply both sides by 3 to get rid of the 1/3 in the first side. Multiply both sides by 5 to get rid of the 1/5. But then you get 3*5*(each side) which is multiplying both sides by 15. And then you get 15*(1/5)*(x + 36) on the left which is:3*(x+36)From there it was pretty straightforward. Is this what confused you? His handwriting is a little messy too lol
