What is a perfect square? Is it a number that when square rooted, the number is a whole number? Or is it a number that results in a rational number when rooted?

For example, 12.25^1/2 is 3.5. Is 12.25 a perfect square? Obviously, I know that 4 is a perfect square.

The square root must be a whole number.  So all the perfect squares are:0^2 = 0, 1^2 = 1, 2^2 = 4, 3^2 = 9, etc.
