is there ever a time when the y variable is greater than or equal to, but the shaded area is on the bottom?

If the y is by itself you can assume it will always be greater than or equal to the shape given by the other side, which will make you shade on top.  You have to be careful, though, that your teacher doesn't give you something like -y > |x|.
